Shillong: The Hynniewtrep Youths’ Council (HYC) has voiced strong opposition against the reappointment of retired officials to honorary posts within the Meghalaya Legislative Assembly Secretariat, calling the practice a direct blow to the aspirations of the state’s educated unemployed youth.

​The protest follows office orders issued on March 26 and May 5, 2026, which saw retired personnel appointed to key roles, including Adviser (Rules Committee) and Senior Nazir.

Blocking Opportunities for the Next Generation

​HYC President Roy Kupar Synrem stated that the council is “strongly objecting” to this trend, asserting that bringing back former staff narrows the window for fresh recruitment and career progression for younger individuals.

​”The appointments of retired officials have once again raised public concern,” Synrem said in a statement on Monday. “Thousands of educated unemployed youths in Meghalaya continue to struggle for employment while these opportunities remain concentrated among a few individuals.”

Institutional Growth vs. Stagnation

​The Council argued that such re-engagements send a discouraging signal and hinder the natural growth of government institutions. Key concerns raised by the HYC include:

  • Stagnation: Blocking promotions for currently serving eligible employees.
  • Lack of Transparency: Questioning the rationale behind choosing retirees over qualified young professionals.
  • Inequality: Creating a system where opportunities are not shared equally among the populace.
