The Meghalaya Cabinet on Friday approved a new jail remission policy, aligning the state’s prison administration with recent Supreme Court directives aimed at simplifying and expanding the process for the early release of eligible prisoners.
Announcing the decision after the cabinet meeting, Chief Minister Conrad K Sangma said the revised policy streamlines procedures while retaining the core legal framework governing remission.
“The cabinet has approved the notification of the remission policy as per the mandate of the Supreme Court. All states are working on this to make the process simpler and to allow the superintendent of the jail to also act suo motu if he or she feels a convict’s punishment should be reduced or the person released,” Sangma told reporters.
He said one of the key reforms empowers prison superintendents to initiate remission proceedings on their own, without waiting for formal applications from prisoners’ families.
“Earlier, a family member had to submit a written request before a case could be taken up. Now, the superintendent of the prison can independently consider genuine cases for remission,” the Chief Minister said.
Sangma clarified that while the basic legal framework remains unchanged, the new policy introduces procedural reforms to ensure smoother and more timely decision-making.
“Yes, those provisions are there. As per the new laws, the core framework remains untouched, but the process has been streamlined through these small yet important reforms,” he added.
The move is expected to reduce delays, improve administrative efficiency, and ensure fair consideration of eligible prisoners for early release in the state.
