SHILLONG : The Meghalaya government on Monday officially launched a state-level survey on substance abuse under the DREAM Mission in collaboration with Sankardev College, marking a major step towards strengthening the State’s fight against drug abuse through scientific research and informed policymaking.
The survey, which will initially begin as a pilot project in Shillong before expanding across Meghalaya, aims to assess the prevalence, patterns, and impact of substance use in the State.
Officials said the initiative is intended to generate updated and reliable data that will help the government formulate targeted policies and improve prevention, treatment, and rehabilitation programmes.
The project is being carried out following a Memorandum of Understanding (MoU) signed between the DREAM Mission and Sankardev College in December 2025.
The launch programme held at Sankardev College was attended by Principal Dr Eureka FP Lyngdoh, Vice Principal K Chyne, faculty members, officials of the DREAM Mission, representatives of the Meghalaya User’s Forum (MUF), and members of the Meghalaya Drug Users Network (MeDUNET).
In a unique approach, the survey will directly involve members of the user community in the data collection process. Officials believe their participation will help provide realistic grassroots-level insights into the growing challenge of substance abuse in Meghalaya.
Speaking during the launch, DREAM Mission Director Francis Kharshiing said the initiative reflects the government’s serious commitment towards tackling substance abuse through scientific assessment, research, and evidence-based policies.
He stated that the findings from the survey would play a crucial role in strengthening future interventions and improving the State’s response mechanism against drug abuse.
Kharshiing also credited Chief Minister Conrad K Sangma for initiating the DREAM Mission, describing it as a unique and dedicated programme aimed specifically at combating substance abuse through a coordinated multi-sectoral strategy.
The DREAM Mission further acknowledged the support of Sankardev College, especially E Tariang, Head of the Department of Statistics, who will spearhead the survey process.
Officials informed that the survey is expected to commence shortly after receiving the necessary ethical clearance.
