SHILLONG : The Voice of the People Party (VPP) has raised serious concerns over the proposed Foreign Contribution (Regulation) Act (FCRA) Amendment Bill, 2026, warning that certain provisions could negatively impact minority and civil society institutions in Meghalaya.In a letter addressed to Prime Minister Narendra Modi, VPP president Ardent Miller Basaiawmoit acknowledged the government’s role in ensuring transparency and safeguarding national security. However, he cautioned that clauses allowing the State to assume control over assets of organisations whose FCRA registration is cancelled could lead to unintended consequences.“While regulatory oversight is necessary, such sweeping powers raise serious questions about proportionality, due process, and the potential for misuse,” the letter stated.The party highlighted that many institutions likely to be affected, including Christian organisations, have been functioning lawfully for decades in the state, providing essential services such as education, healthcare, and rural development.According to the VPP, any uncertainty over ownership and management of these institutions could disrupt vital services and negatively affect the livelihoods of many beneficiaries who depend on them.The party has urged the Centre to reconsider the asset takeover provisions, ensure proper due process, and initiate wider consultations with stakeholders, particularly from the Northeast region.It also called for safeguards to protect genuine charitable organisations and ensure that their contributions to society are not undermined.“We believe that a balanced approach can be achieved—one that safeguards national interests while also protecting the invaluable contributions of civil society,” Basaiawmoit stated.
