SHILLONG, FEB 27: A top area commander of the proscribed Hynniewtrep National Liberation Council (HNLC) surrendered before police in Eastern West Khasi Hills on February 25, marking a significant development in the state’s ongoing counter-insurgency efforts.
Samuel Wahlang Pahsyntiew, an active cadre from Umpohwin village, laid down arms at Mairang police headquarters in the presence of family members, village authorities and senior police officials, according to a statement issued by the Assistant Inspector General of Police (AIG).
Linked to 2024 IED Blast
Police suspect Pahsyntiew’s involvement in the March 9, 2024 IED blast near Shillong’s Syndicate Bus Stand in the Them Mator area, along with other incidents.
During interrogation, he reportedly disclosed that he and Bangladesh-based HNLC operatives had been attempting to recruit local youth into the outfit over the past two years.
Recruitment Network Busted
Acting on the information provided, investigators registered CBPS (ER) Case No. 01(02)2026 and arrested two suspected cadres from Umsning.
According to police, the two individuals are suspected of being involved in recruitment activities and in planting an IED at Umsning market on October 12, 2025. The explosive device was later recovered and safely defused by security forces.
“Further action is being taken in accordance with law and the surrender policy of the State Government,” the AIG stated, adding that investigations are ongoing.
Crackdown on Militant Activities
The latest surrender and arrests are seen as part of intensified efforts by Meghalaya Police to dismantle militant recruitment networks and prevent the regrouping of underground elements.
Security agencies have reiterated their commitment to tracking cross-border links and preventing youth radicalization in the region.
