Shillong : The Meghalaya Legislative Assembly on Monday welcomed a delegation from the Bihar Legislative Assembly’s Committee on Subordinate Legislation as part of its study tour to Meghalaya.
An interaction session between members of the two legislative committees was held at the Meghalaya Legislative Assembly premises and was chaired by Speaker Thomas A. Sangma.
The Bihar delegation was led by Committee Chairman Manohar Prasad Singh and included MLAs Chinmay Atit Singh, Murari Mohan Jha, Pankaj Thakur, Sujit Kumar, Abidur Rahman and Aasif. Several officials from the Bihar Legislative Assembly Secretariat also accompanied the delegation.
Representing Meghalaya were Committee on Subordinate Legislation Chairman Gavin Miguel Mylliem along with committee members Dr. Mizanur Rahman Kazi and Damanbait Lamare. Assembly Secretary Malthus S. Sangma and senior officials of the Meghalaya Legislative Assembly Secretariat were also present during the interaction.
Welcoming the visiting delegation, Speaker Thomas A. Sangma said the Bihar Committee on Subordinate Legislation was on a study tour of Meghalaya and had paid a courtesy visit to the State Assembly.
“I am happy to receive them, and the exchange between the two committees proved to be both productive and insightful,” the Speaker said.
According to Sangma, the discussions focused on the functioning of the Committees on Subordinate Legislation in both State Assemblies. Members exchanged views on legislative procedures, committee operations, and best practices adopted by their respective legislatures.
He noted that the interaction provided an opportunity for both sides to learn from each other’s experiences and strengthen legislative processes.
“The visiting delegation showed keen interest in Meghalaya’s committee system and appreciated the practices followed by our State Legislature,” he added.
The Committee on Subordinate Legislation plays a crucial role in overseeing rules, regulations, bye-laws and other delegated legislation framed by the executive branch. The committee ensures that such legislation remains within the scope and intent of the parent Act and reports its findings to the House whenever necessary.
The visit is expected to further strengthen inter-state legislative cooperation and encourage the sharing of institutional knowledge and best practices between the two assemblies.
